The Canadian Centre on Substance Use and Addiction Welcomes Isabelle Fortier and Howard Sapers to its Board of Directors

The Canadian Centre on Substance Use and Addiction (CCSA) proudly announces the appointments of Isabelle Fortier and Howard Sapers to its Board of Directors.

"Our Board is enriched by their appointment.  Isabelle’s and Howard’s unique backgrounds and thoughtful perspectives will enhance our decision-making and position us for continued success."

Ms. Fortier is currently the Planning and Programming Officer for overdose prevention and response within the Nunavik Regional Board of Health and Social Services. Drawing on extensive professional and lived experience in substance use and addiction, as well as harm reduction and community engagement, she works to advance healthier communities through collaborative, evidence-based solutions. She is committed to carrying forward the voices and experiences of families and loved ones impacted by the drug crisis.

Mr. Sapers brings extensive experience in public safety–related operations and policy to the Board. He has consulted domestically and internationally on human rights and corrections, correctional policy and practice, the prevention of deaths in custody, and has worked at the intersection of mental health and criminal justice. Previously he served as the Executive Director of the John Howard Society of Alberta, an elected member of the Legislative Assembly of Alberta, Director of Canada’s National Crime Prevention Centre Investment Fund and Vice Chair (Prairie Region) of the Parole Board Canada. In 2012, he was presented with the Queen Elizabeth II Diamond Jubilee Medal for Exemplary Service. 

Thirteen individuals comprise CCSA’s volunteer Board of Directors. The Governor in Council of Canada appoints the Chair and four Board members. The Board recruits the remaining member-at-large positions. Ms. Fortier is a Governor-in-Council appointment by the Honourable Marjorie Michel, Minister of Health. Mr. Sapers’ appointment is a member-at-large position.  

CCSA Board members contribute diverse experience and expertise to the strategic oversight of the organization, representing several sectors, including the business community, health professional groups, and professional and voluntary organizations. Board members typically serve a three-year term, which can be extended for up to two additional terms.
